Rio state officials have maintained that a key transport link for the 2016 Olympics will be completed in time amid doubts reportedly voiced by Mayor Eduardo Paes, while the International Aquatics Federation (Fina) has said it is developing a back-up plan in case the main swimming venue is not ready for a test event in April.
