The Russian Paralympic Committee (RPC) has said its ban from the summer Paralympic Games in Rio de Janeiro also incorporates the next edition of the winter Paralympics in 2018, as Russian officials made their latest appeal against the blanket ban imposed by the International Paralympic Committee (IPC).
