World Rugby introduces more transparent voting for men’s and women’s World Cups

World Rugby is changing the way it awards the men’s and women’s Rugby World Cups in an attempt to make the process more transparent and bring it in line with host selection best-practice.

The changes are designed to avoid a repeat of the situation in 2017, when a secret World Rugby Council ballot awarded France the 2023 men’s World Cup, even though an independent evaluation had recommended South Africa be awarded the tournament. The embarrassment prompted the governing body to order a review into its host selection process.
