Cancelling the 2020 Tokyo Olympics and Paralympics would cost Japan an estimated ¥1.8tn ($16.5bn/€13.5bn), but would be dwarfed by the economic fallout from a fresh state of emergency declared to cope with another spike in Covid-19 cases after the Games, a research institute has warned.
