The International Paralympic Committee’s (IPC) decision to impose a blanket ban on Russian athletes for its upcoming 2016 summer Games in Rio de Janeiro will “unfairly punish” clean athletes, according to Sheikh Ahmad Al-Fahad Al-Sabah, president of the Association of National Olympic Committees (ANOC).
