The Sydney Morning Herald newspaper (SMH) reports that the clubs have been working for over a year on a restructuring plan for the league, which it plans to put to the joint-owners, News Ltd and the Australian Rugby League (ARL). Yesterday, Greg Baxter, corporate affairs spokesman for News Ltd said, “We think the idea has a lot of merit and we have encouraged the clubs to work out a proposal between themselves and come back to us to talk about it.”

The SMH reports that News Ltd does not want to give up its share of control of the game if it meant the ARL was going to assume full control.
