Waldron called for the reintroduction of new teams in Perth, and possibly Adelaide and said the NRL should follow the AFL’s strategy of targeting new markets.
He said it was up to the NRL to "get the cart before the horse" and grow the game nationally in order to boost TV rights fees. "The answer to our long-term growth of the game, financially, is expansion or, dare I say it, relocation," Waldron said.
"If we were truly a national competition we would generate enormous amounts of money for the game."
