Under the plans, ECB chairman, Giles Clarke, wants floodlights to be built at every county ground so that fans can see more matches live.
"This is a major commitment to invest in all areas of cricket," Clarke told the BBC Radio 4. "Cricket in England and Wales has never seen this level of financial support. Our resources are being targeted to build the continuing affection of the nation with its summer sport and to give people of all ages and walks of life the chance to play and watch in the best surroundings."
In all, the funds will be spent on floodlighting (£9m), drainage at international venues and eventually all counties (£6m), and grants to more than 2,000 community clubs (£14m).
The funds were delivered by increased payments for broadcast and sponsorship rights and gate receipts.
