Goodell was speaking in advance of the regular season NFL clash between the Miami Dolphins and the New York Giants, which will be staged at Wembley Stadium on October 28.
"We've sold 95,000 tickets for a regular season game over there and there is a lot of interest in having a Super Bowl in London," Goodell told a local Arizona television network.
In other comments during his trip to Arizona, reported by Reuters, Goodell mentioned Toronto as another possible destination for the Super Bowl.
