The meeting, to be held in Geneva on June 19, is expected to look at legal documents from the Spanish doping scandal, and could lead to a number of riders being banned for the Tour de France, which begins July 7.
"There is no set agenda, it's about the image of cycling," Hans-Michael Holczer, manger of the German Team Gerolsteiner said. "I'm expecting before the Tour starts (that) something big will happen."
More than 50 cyclists were implicated in the doping scandal at a Madrid clinic that led to five arrests last year. But a judge ruled that Spain's doping laws couldn't be applied retrospectively and threw out the case.
In related move, the Italian Cycling Federation will meet this Friday to decide the length of Ivan Basso's ban for involvement in the Spanish investigation.
UCI president Pat McQuaid reportedly wants the 2006 Giro d'Italia champion to be banned for two years.
The International Cycling Union (UCI) has called for a meeting with the Pro Tour teams to discuss the sport's growing image problem ahead of the Tour de France.
