Litner was previously president of SportsNet New York (SNY) and will represent Comcast on the SNY board.
He succeeds previous president and CEO Jack Williams, who launched Comcast's first regional sports network in Philadelphia in 1997.
Litner will report to Jeff Shell, president of Comcast Programming but remain in his current job until his successor has been appointed.
Williams will assume the title of chairman and serve as a part-time advisor to Shell and Litner.
