Initial talks between government chiefs have confirmed interest levels, while Wales are also hoping to stage the UEFA Cup final at Cardiff’s Millennium Stadium in 2011 or 2012.
Football Association of Wales secretary David Collins said: “It is worth investigating whether we could put a bid together between us.
Wales had held talks with Scotland before with regard a joint bid for the 2008 European Championships. But talks collapsed in 2002 and Scotland teamed up with Ireland in an unsuccessful bid to host the tournament.
Euro 2008 will be staged jointly by Austria and Switzerland.
