FIFA president Sepp Blatter said that takeovers of English Premier League clubs need closer scrutiny before they are allowed to proceed.
Blatter is concerned investors are able to avoid being completely transparent over their finances when bidding for clubs.
"There is a system in football at the moment that will do serious damage if we don't stop it," said Blatter.
He also said that football must remain independent from politics. "We are conscious that clubs can be a platform for politics, which has happened in Italy," he said. We must safeguard the independence of our sport."
