Despite having names printed on tickets and pre-tournament claims all tickets would be checked, officials say only 500-1,000 fans are being subject to spot checks.
And that even if the names do not match those on the tickets, they can gain entry.
Wolfgang Niersbach, the vice-president of the organising committee, said: “If someone says that they have a ticket but it is not their name on it, the transfer of identity can be done there and then at the stadium.”
