The FIFA president has voiced fears such a move will cause huge delays in granting supporters’ access to the venues and could lead to games kicking off to half empty stadiums.
Blatter said: “There has been no movement towards a more flexible solution because they [the German officials] say they have to control every single visitor to the stadium.
“It's obvious if you do this it will cause delays. How long will it take to let people into the stadium, and what happens if a father has given his ticket to his son?
"They have just three weeks to solve this problem, but it's a German problem. We cannot tell them to change it but we can put a question mark about how it will work."
Stringent safety measures which will see every single ticket for next month’s FIFA World Cup checked against the holder’s passport or other ID has come under fire from Sepp Blatter.
