Following a meeting in Zurich on Monday, FIFA's Technical and Development Committee noted that "safety in stadiums left a great deal to be desired in many regions around the world (Africa and certain areas in South America, Central America and Asia)".
As a result FIFA said it had decided "to take strong action to rectify this intolerable situation, with the ultimate objective being to ensure that every single match in the preliminary competition for the 2010 FIFA World Cup is played in a guaranteed, safe environment".
Safety recommendations currently in place will take on the form of regulations applicable to all participating associations.
If an association fails to meet the necessary standards, FIFA says it will not be allowed to host a qualifying match for the 2010 World Cup on home soil.
