It says details of a sustained and consistent funding package over the next six years is urgently required in the run-up to Beijing 2008 and London 2012.
Simon Clegg, chief executive of the BOA, said: “This is devastating news for the Olympic Governing Bodies and the aspirations that we all have for delivering successful results at the 2008 and the 2012 Olympic Games.
"Funding is the critical component that allows governing bodies to employ coaches, develop an elite sports infrastructure and run high-performance programmes. The lack of any announcement...in the Chancellor’s pre-Budget report statement creates real challenges for sports to develop in order to reach their full potential. "
He insisted that sport could not afford to wait until next year for an announcement.
Key executives from the Olympic Governing Bodies are to meet today (Tuesday) to discuss the issue.
