A new FIFA Task Force will be set up to tackle issues such as multiple club ownership, corruption and betting.
It will also look at the quest for autonomy by some leagues and concerns about political interference.
The Task Force will report directly to FIFA's executive committee.
The committee has looked at the "setting up an early warning system with major state and private bookmakers and betting syndicates and to lay down contractual norms as soon as possible".
