Davies replaces Howard Watkins, who had served as a board and committee member of the committee for nearly 10 years.
WRU and Millennium Stadium plc chairman David Pickering has also been elected. He and Davies will serve for three years as WRU national representatives.
JPR Williams failed to win enough votes to gain a seat, finishing fourth behind Watkins but ahead of Dai Davies.
Said Pickering in a statement: "I'm obviously delighted that my leadership has been given such a vote of confidence by the membership."
