It believes competition would be good for viewers and that there should be a number of service providers.
Ofcom is said to be helping shape European Commission strategy towards the television deal, as the EC now consult the regulator of the country concerned.
According to the UK's Daily Telegraph, the EC, following advice from Ofcom, wants the next deal to show around 140 Premiership games on television split roughly 50:50 between two channels, one of which could be Sky.
However, there are concerns this could ultimately deliver less revenue as Sky pays a premium for exclusivity. The current deal is worth £1.15billion over three years.
Other bidders are nevertheless said to be interested, including British Telecom, which is thought to be considering a role in which it would buy up all the rights to sell to different broadcasters.
