BSkyB currently holds exclusive rights to air live Premier League matches.
The commission has not yet taken formal action over any possible breaking of competition law, but the Premier League is said to be in discussions with them over how to avoid one broadcaster holding the rights exclusively.
However, the commission wants to take this further and has reportedly told the League that from 2007 no one station should air more than 50 per cent of all the matches broadcast.
But the concern is that could affect how much a TV company would be prepared to pay if they are unable to win exclusivity.
And even if the games are split into separate packages it is always possible for one bidder to win all the packages, as happened in August 2003 when the Premier League awarded all four of its rights packages to Sky in a deal worth £1.024billion.
