The IAAF Congress, at its meeting in Helsinki, resolved that four years is the most appropriate sanction for a serious first-time doping violation.
The body reduced its minimum doping ban from four years to two in 1997, after it became clear that the longer sanction would be challenged in some countries.
The change would need the approval of the World Anti Doping Code at (WADA), which the IAAF plans to lobby over the next two years ahead of its conference in 2007.
