Organisers have been plagued with difficulties and Turin's Olympic committee, TOROC, had to endure a probe into its management and there have been well-publicised financial difficulties after insufficient funds were raised from sponsors.
Rota had been brought in to resolve organisational problems and there is now less than a year to go before the opening ceremony.
TOROC president Valentino Castellani said it was forced to take the decision after divisions had opened up with the organisation. Turin-based newspaper La Stampa said a power struggle had broken out between Rota and deputy chief executive Marcello Pochettino.
Cesare Vaciago has been appointed as the new CEO and Luciano Barra has been appointed as deputy chief executive.
