World cricket's governing body is set to announce its departure from Lord's.
It has been the International Cricket Council’s headquarters since 1909.
The British government failed to honour assurances of tax concessions that may have persuaded the ICC to stay put, reports the BBC.
Offers are being considered from Ireland, Switzerland, Malaysia and Dubai.
All have offered tax exemptions and subsidised office space, but Dubai is thought to be the favoured destination.
