The UK Indoor City Cup pits cities around the UK against each other in two matches.
The first is on February 19 in Sheffield with the second held in Manchester on March 6.
UK Athletics chief executive David Moorcroft said: "Competition between cities has not been tried in the UK.
"We are sure that this new pilot will gain support and momentum into the next five years when we can make it a real success and make a considerable contribution to the domestic calendar."
The event will include a full compliment of field events and track races up to 1500m, finishing with relays.
