The FA said in a statement: "Three candidates will be interviewed at the FA board's next meeting with a view to making an appointment soon afterwards."
The FA also wants to appoint an independent chairman to lead the structural review of the organisation.
ITV controller of sport Brian Barwick is favourite for the job.
Barwick, a former BBC head of sport, appears to have more football experience than his two rivals, one of whom is Richard Bowker, the former chairman of the Strategic Rail Authority.
The previous favourite, former Chelsea, Leeds and Everton chief executive Trevor Birch, pulled out of the running, reportedly citing his disillusionment with the role's remit.
