A survey in The Observer newspaper said on Sunday the decline was due to a backlash from supporters put off by high ticket prices, and constant fixture tinkering to fit in with television.
Away fans, in particular, preferred to stay at home rather than pay as much as £45 for 90 minutes of entertainment.
The newspaper said even Arsenal - one of the most attractive attacking sides ever assembled in Britain - had not attracted enough visiting supporters in their five home games this season to help fill their 38,000-capacity Highbury home.
The side is due to move into a 60,000-seater stadium in 2006.
