Paris, London, New York, Moscow and Madrid are required to send their official bids to the IOC by November 15.
The BBC’s website reports Olympic chief Rogge as saying: "Modesty is a plus. It will always hold sway over a forceful approach.
"When the dossier is solid in itself, then managing the time that remains properly is about all that's left."
Once the initial dossiers are presented the IOC will scrutinise each bid over time until the final decision is made on 6 July 2005.
"You can lobby at institutional level, but not too much and without harassing or spending too much,” continued Rogge.
"As soon as an IOC member has read the report (dossier) and met with the bid management two or three times and established relations, not a lot will change."
Rogge also made clear his determination to see the Olympics take place on all five continents.
"In the longer term, our goal is to be able to host the Games on all the continents.
"Our policy of reducing the cost and complexity in organising the Games makes us believe that we will be able to take the Games to an increased number of countries in the future."
