Collier, chief executive of county club side Nottinghamshire, will replace Tim Lamb who resigned earlier this May and finally left the job last month.
It is believed Collier, already a member of the ECB’s management board, beat off competition from Richard Bevan, chief of the Professional Cricketers’ Association and ex-Octagon executive Matthew Wheeler.
The appointment had been widely leaked prior to this morning's announcement.
Said Collier this morning: "I look forward to working with my colleagues to complete a full review and strategic plan for the game before the start of next season and to build upon the positive changes which the ECB has implemented during the past year."
