The G14 group has lodged a formal complaint with FIFA, claiming international governing bodies make money out of their assets (players) at no cost.
“The governing bodies generate vast amounts of revenue through an asset they get for free,” said Gill.
But FIFA president Sepp Blatter is opposed to the move and has cut off contact with the G14 group.
Meanwhile, FIFA are planning a three-and-a-half week break for players ahead of the 2006 World Cup Finals, to guard against player fatigue.
They plan to ratify proposals in December for national associations to end domestic league and cup schedules by May 14, 2006.
An eight-day rest period would follow prior to players joining up with their national sides for 17 days of preparation ahead of the tournament.
