The move, just ahead of today’s Executive Committee elections, taking place during the UEFA Congress in Cyprus, will free up an additional space on the committee as Roemer, will not complete his elected mandate which runs until 2006.
Until now Roemer has worked as a financial advisor and was the former president of UEFA's Assistance and Development Committee.
Said UEFA president Lennart Johansson: "Henri Roemer has been a very valuable advisor to UEFA over the last few years, be it as a financial expert or as a former president of the UEFA Assistance and Development Committee, and has been a valuable colleague on the Executive Committee.
"With his knowledge and long lasting experience in football he has the ideal background to take up his new position as special advisor on EU and global issues."
Meanwhile, the president of the Portuguese Football Federation and chairman of Euro 2004, Dr Gilberto MadaC-l, has announced the withdrawal of his candidature for both the UEFA Executive Committee elections and the election for the European seats on the FIFA Executive Committee.
In a statement, Johansson said the decision "was driven by the need to concentrate and give priority to the matters that have recently occurred in Portugal. In addition, dealing with all the arrangements for UEFA Euro 2004 is requiring his full attention”.
UEFA Executive Committee member Henri Roemer is to take up a new position as special advisor to the president and CEO of European soccer’s governing body, for EU and global affairs.
