But before it can be established, Selig insists a strong anti-drug policy must be in place and accepted by all.
Said Selig, in Japan, for the opening of the season: “We need that policy in place.
“We need to have a tough policy [on drugs] if we want to have a World Cup.
"I am very hopeful that a World Cup will be played under my commissionership, we are moving toward that.
“All plans are moving forward."
It has been expected the World Cup could be organised and up and running for 2005. The US team’s failure to qualify for this year’s Athens Olympic Games, has further underlined the growth of the sport around the world.
