Temarii beat off the challenge of rival Tautulu Roebeck from Samoa to lead the organisation through until 2006.
Roebeck had been interim president following the decision by Australian Basil Scarsella to quit the role last year.
Australian Ron Harvey was elected as FIFA vice president – representing the OFC on the world soccer governing body.
The meeting also received confirmation that the new Australian soccer organisation – the Australian Soccer Association (ASA) - has been officially recognised by FIFA.
