Major League Baseball's chief operating officer, Bob DuPuy, said he expected to be able to confirm the idea within 60 days.
The World Cup proposition has been in the pipeline for a number of months as part of MLB's ongoing desire to expand its reach beyond the US.
"We're very optimistic that we can get it all accomplished and start a World Cup in the spring of 2005 - that's our current goal."
The tournament would include between eight and 16 national teams and be played during March 2005 in between four and eight US stadiums.
Talks have already begun between MLB and the players' union with regard to ensuring that all of the top stars take part in the proposed World Cup.
Following mounting speculation regarding such a move, Major League Baseball is close to confirming the launch of a World Cup tournament to take place in 2005.
