The meeting has been called amid mounting concerns that clubs are gaining an unfair advantage by calling in the receivers, which protects them from creditors.
Punishments for clubs failing to balance the books could involve point deductions or even relegation.
The issue of parachute payments for those clubs relegated will also be discussed.
Said League chairman Sir Brian Mawhinney, quoted on the BBC: "I appreciate this would be a huge step for clubs to take but the Football League has to be a protector of competitiveness.
"Nevertheless, we appreciate that not all clubs go into administration for the same reasons and there will therefore be an appeal mechanism."
Parachute payments are likely to be extended to clubs dropping down the Football League - currently only relegated Premier League clubs still enjoy extra funding for the season after they drop down.
Adds Mawhinney: "Moving down a division puts a strain on finances.
"The parachute payments between the Premiership and the First Division have been extremely important and we feel there should be some assistance to get over the hurdles of the other divisions.
"I hope it will go through."
