President of the Qatar motorcycle federation, Naser Bin Khalifa al-Ateiah, has agreed a five-year deal to host the races with Dorna chief executive Carmelo Ezpeleta.
The first race is scheduled to take place in late 2004 but the deal depends on whether the planned race track meets FIM standards.
A statement by Dorna read: "The initial agreement gives Dorna the option to include the Qatar Grand Prix in the pre-calendar for 2004.
"But that is subject to final approval by the FIA of the racetrack that will be built close to Doha in the next few months."
Should the deal go through as planned, Qatar would become the first Middle East nation to stage a MotoGP.
The move follows a number of other initiatives by various motor racing series, including Formula One and World Superbikes to widen their net into the Middle East and Asia.
Qatar will host a round of the MotoGP championship next season after signing a deal with the property's commercial partnering agency Dorna Sports.
