Said Cycling Australia president Mike Victor: "We are not prepared to risk the health and safety of our cyclists.
"The information available from the Australian Government, World Health Organisation and our own medical advisers is that the threat is unlikely to ease by the end of July.
"It would be irresponsible of us to put our athletes at risk when there is a danger of them becoming infected."
The championships are scheduled to take place in Shenzen between July 30-August 3.
Cycling's governing body the UCI is set to make an announcement later this week on plans to possibly restage the event.
