Moffett confirmed he was asked - and declined - and revealed the job would have involved a 50 percent pay rise on his existing £200,000 ($314,440/EUR289,926)-a-year salary.
Said Moffett: "I was minding my own business when I had a call from some head-hunters who asked me if I would be interested in being chief executive of the English FA.
"I did decline, although I have to admit the increase in salary was very tempting.
"I was very flattered but my job is here and I will stay doing the best I can for Welsh rugby."
Moffett joined the Welsh Rugby Union in November, following time with the New Zealand Rugby Football Union, Australian Rugby League and Sport England.
The English Football Association has been hunting a replacement for its chief executive since Adam Crozier quit the role last October.
It is thought a permanent replacement will be named within the next two months.
Currently Nic Coward and David Davies have assumed interim CEO responsibilities.
