The competition, staged in the United Arab Emirates was always likely to be hurt by war in nearby Iraq, and after South Africa - one of just three teams competiting in the event - pulled out earlier this week the writing appears to have been on the wall.
South Africa cited security fears as a result of war in the Middle East for its decision to quit.
Plans to then move the tournament to Sri Lanka were dismissed by South African cricket chiefs.
The ten-day tournament was due to start on Monday.
A decision is likely to be made by event organisers the Cricketers' Benefit Fund Series later today.
