The two-day meeting, starting on Friday, will examine the issues arising from England and New Zealand's high-profile decision to forfeit games in Zimbabwe and Kenya, and the on-going contracts disputes involving India and Sri Lanka.
The tournament has been dogged by controversy, with action on the field so far failing to fully eclipse the controversy off it.
Ambush marketing issues, the clash of personal endorsement deals versus tournament sponsorships, matches boycotted and a high profile positive drug test have all clouded what should have been the highlight of the cricketing year.
Also on the agenda at the executive board meeting will be the structural and financial proposals relating to Kenya's application for Test match status and anti-corruption reports from the chairman of the ICC Code of Conduct Commission, Michael Beloff.
