At least eight of the 27 provincial unions have joined the Canterbury Rugby Union's call for a complete ousting of the body's board of directors.
"We believe that we need to clean the slate and go forward," said Canterbury's chairman Mike Eagle.
"We don't see any alternative way of doing that other than going for a vote of no confidence."
Last week, the provincial chairmen reacted angrily to the NZRFU's decision not to consult them over the publication of a damning report into recent debacles in New Zealand rugby.
As a result of the report, NZRFU's chairman Murray McCaw and chief executive David Rutherford both resigned after they were found responsible for losing New Zealand's co-host role.
Australia was given the sole rights to host the World Cup earlier this year after the NZRFU refused to sign off on the co-host agreement in March, arguing that it could not deliver on tournament demands to provide stadia that were free of advertising.
