Blatter called for the suspension on Friday because he said the enquiry by the FIFA ad hoc Internal Audit Committee was a breach of confidentiality.
But over the weekend, UEFA president Lennart Johansson and a majority of ExCom members felt it was necessary for Blatter to explain himself.
"The audit committe must be allowed to complete its work as a matter of urgency," said Johansson.
"Once again he [Blatter] is trying to ride roughshod over the FIFA executive committee," ExCom member Per Ravn Omdal, added.
The May 3 meeting will also discuss the insolvency of KirchMedia and the transfer of the TV rights of the 2002 and 2006 World Cups to Kirch's sport subsidiary.
