According to the Financial Times, the League claims it has evidence proving Carlton misled the London Stock Exchange over its intention to place ITV Digital, which Carlton owns with Granada PLC, into administration.
Under UK listing rules, all companies are required to keep the market informed of any price-sensitive information.
The League is also writing to the non-executive directors of Carlton, Granada and ITV Digital, advising them of its course of action, which will include a formal complaint to the Independent Television Commission.
