Issa Hayatou, president of the African Football Confederation will decide in the coming five days if he will challenge Blatter, whose re-election campaign has been stung by bribery allegations over his 1998 victory.
Hayatou is believed to have agreed with other possible candidate Chung Moon-Joon of South Korea that if one stands, the other will let him have a clear run and not split the vote.
Candidates wishing to challenge at the May 29 election must submit their names by the end of this month.
Speaking to the French media, Hayatou said: "The current atmosphere is not good and gives a bad image of our sport. If I do stand, I will make it a clean fight."
One of the men expected to challenge Sepp Blatter for supremacy within FIFA will decide this week whether to mount a challenge.
