(Reuters) The stance by Mayor Rui Rio does not threaten the tournament but is the second major complaint about the stadium projects amid a growing Portuguese budget deficit.
Rio told Portuguese TV station SIC that Oporto's B90 million ($78.33m) budget deficit meant the northern industrial city could not afford another B60 million for access roads and other developments for the Porto soccer club.
"Look at the municipal council's financial situation. How is it possible that we can add anything to this (deficit)?" he said. "That is, it's not possible."
Rio said that the national government would have to kick in another B50 million to complete the project, which includes a new 52,000-seat stadium for the Porto soccer club. The Porto stadium costs B69 million alone and would be one of the 10 venues for the 2004 European championships.
