"The whole situation is a nightmare and the only good that might come from it is that it will force the whole issue to be addressed," Baron said.
"A lot of contries are unhappy at the moment. Next smmer, we are due to tour Romania, Australia, New Zealand and Japan. That's a crazy state of affairs with a World Cup just a couple of months later. The whole thing needs a serious and fundamental review."
England's summer tour to the Pacific Islands is also in doubt and Baron will make a decision on the future of the RFU tours in the next few weeks.
