Dutch police chose Saturday's Netherlands/Belgium friendly international to instal an extra cordon around the stadium to deter those without tickets for the match.
The police reported no disturbances, although there were only 500 visiting Belgian fans.
"The main security measure was an extra cordon round the ground. The parking away from the stadium worked well, but the buses did get stuck in the traffic.... Yes, some residents did complain," said a Rotterdam police spokesman.
Traffic congestion is likely to be a problem during the three-week tournament as Euro 2000 fans add to already crowded Dutch and Belgian roads. The Netherlands is co-hosting with Belgium.
