In the 43-year history of the biennial tournament, Nigeria have only won the trophy twice - in 1980 and 1994. They are to co-host the event starting on January 22 with West African neighbours Ghana.
Nigeria face a tough draw in the so-called "zone of death" with Tunisia, Morocco and Congo in Group A, playing in Lagos.
Adamu said the committee would work with national coach Amodu Shaibu, who has been in charge of the squad since Dutchman Thijs Libregts left in August complaining of non-payment of his July wages.
