Crowds in excess of 100,000 are expected to watch the Millennium Super Soccer Cup, which will include teams such as Uruguay, Chile, Colombia and Cameroon.
The All India Football Federation are set to reveal more details in September.
"The crowds could be easily more than 100,000," federation vice-president Asoke Ghosh said.
The semifinals and final will be held in Calcutta with other matches in Goa and Cochin in southern India.
One of the venues will be Calcutta's Salt Lake stadium where a record 131,000 spectators watched a national league game in 1998.
