The Confederation of African Football (CAF) announced the withdrawal of the two west African countries as the three other candidates began their presentations to the CAF executive committee on Monday.
There are three remaining candidates for the right to host the 2004 Nations' Cup - Tunisia, Zimbabwe and a joint bid from Malawi and Zambia.
Last month Congo Brazzaville and the Democratic Republic of Congo also withdrew from the race.
The CAF was due to announce the host nation later on Monday.
